Adopted Standards (ISPMs)


Background

International Standards for Phytosanitary Measures (ISPMs) are standards adopted by the Commission on Phytosanitary Measures (CPM), which is the governing body of the International Plant Protection Convention (IPPC). The first International Standard for Phytosanitary Measures (ISPM) was adopted in 1993.

As of March 2025, there are 46 adopted ISPMs (ISPM 30 being revoked), 34 Diagnostic Protocols (DPs), 43 Phytosanitary Treatments (PTs) (PT 1, PT 2 and PT 3 being revoked) and 1 Commodity Standard (CS). These international standards:

  • Protect sustainable agriculture and enhance global food security
  • Protect the environment, forests and biodiversity
  • Facilitate economic and trade development

ISPM 32 Categorization of commodities according to their pest risk

This standard provides criteria for national plant protection organizations (NPPOs) of importing countries on how to categorize commodities according to their pest risk when considering import requirements. This categorization should help in identifying whether further pest risk analysis is required and if phytosanitary certification is needed. The first stage of categorization is based on whether the commodity has been processed and, if so, the method and degree of processing to which the commodity has been subjected before export. The second stage of categorization of commodities is based on their intended use after import. Contaminating pests or storage pests that may become associated with the commodity after processing are not considered in this standard.

This standard provides guidance to national plant protection organizations (NPPOs) in selecting appropriate sampling methodologies for inspection or testing of consignments to verify compliance with phytosanitary requirements. This standard does not give guidance on field sampling (for example, as required for surveys).

ISPM 28 Phytosanitary treatments for regulated pests

This standard presents as annexes phytosanitary treatments evaluated and adopted by the Commission on Phytosanitary Measures (CPM). It also describes the requirements for submission and evaluation of the efficacy data and other relevant information on a phytosanitary treatment that can be used as a phytosanitary measure and that will be annexed to this standard after its adoption. The treatments are for the control of regulated pests on regulated articles, primarily those moving in international trade. The adopted treatments provide the minimum requirements necessary to control a regulated pest at a stated efficacy. The scope of this standard does not include issues related to pesticide registration or other domestic requirements for approval of treatments (e.g. irradiation).

ISPM 02 Framework for pest risk analysis

This standard provides a framework that describes the pest risk analysis (PRA) process within the scope of the IPPC. It introduces the three stages of pest risk analysis – initiation, pest risk assessment and pest risk management. The standard focuses on the initiation stage. Generic issues of information gathering, documentation, risk communication, uncertainty and consistency are addressed.

ISPM 01 Phytosanitary principles for the protection of plants and the application of phytosanitary measures in international trade

This standard describes phytosanitary principles for the protection of plants that are embodied in the International Plant Protection Convention (IPPC) and elaborated in its International Standards for Phytosanitary Measures. It covers principles related to the protection of plants, including cultivated and non-cultivated/unmanaged plants, wild flora and aquatic plants, those regarding the application of phytosanitary measures to the international movement of people, commodities and conveyances, as well as those inherent in the objectives of the IPPC. The standard does not alter the IPPC, extend existing obligations, or interpret any other agreement or body of law.

ISPM 03 Directives pour l’exportation, l’expédition, l’importation et le lâcher d’agents de lutte biologique et autres organismes utiles

This standard provides guidelines for risk management related to the export, shipment, import and release of biological control agents and other beneficial organisms. It lists the related responsibilities of contracting parties to the IPPC, national plant protection organizations (NPPOs) or other responsible authorities, importers and exporters (as described in the standard). The standard addresses biological control agents capable of self-replication (including parasitoids, predators, parasites, nematodes, phytophagous organisms, and pathogens such as fungi, bacteria and viruses), as well as sterile insects and other beneficial organisms (such as mycorrhizae and pollinators), and includes those packaged or formulated as commercial products. Provisions are also included for import for research in quarantine stations of non-indigenous biological control agents and other beneficial organisms. The scope of this standard does not include living modified organisms, issues related to registration of biopesticides, or microbial agents intended for vertebrate pest control.

ISPM 37 Determination of host status of fruit to fruit flies (Tephritidae)

This standard provides guidelines for the determination of host status of fruit to fruit flies (Tephritidae) and describes three categories of host status of fruit to fruit flies. Fruit as referred to in this standard covers fruit in the botanical sense, including such fruits that are sometimes called vegetables (e.g. tomato and melon). This standard includes methodologies for surveillance under natural conditions and field trials under semi-natural conditions that should be used to determine the host status of undamaged fruit to fruit flies for cases where host status is uncertain. This standard does not address requirements to protect plants against the introduction and spread of fruit flies.

This reference standard is a listing of terms and definitions with specific meaning for phytosanitary systems worldwide. It has been developed to provide a harmonized internationally agreed vocabulary associated with the implementation of the International Plant Protection Convention (IPPC) and International Standards for Phytosanitary Measures (ISPMs). Within the context of the IPPC and its ISPMs, all references to plants should be understood to continue to include algae and fungi, consistent with the International Code of Nomenclature for algae, fungi, and plants.

This standard describes phytosanitary measures that reduce the risk of introduction and spread of quarantine pests associated with the movement in international trade of wood packaging material made from raw wood. Wood packaging material covered by this standard includes dunnage but excludes wood packaging made from wood processed in such a way that it is free from pests (e.g. plywood). The phytosanitary measures described in this standard are not intended to provide ongoing protection from contaminating pests or other organisms.

ISPM 38 International movement of seeds

This standard provides guidance to assist national plant protection organizations (NPPOs) in identifying, assessing and managing the pest risk associated with the international movement of seeds (as a commodity). The standard also provides guidance on procedures to establish phytosanitary import requirements to facilitate the international movement of seeds; on inspection, sampling and testing of seeds; and on the phytosanitary certification of seeds for export and re-export. Under ISPM 5 (Glossary of phytosanitary terms) seeds (as a commodity) are intended for planting and not for consumption. Viable seeds, which are a sample of a seed lot, imported for laboratory testing or destructive analysis are also addressed by this standard. This standard provides guidance for the assessment of the pest risk of wood and describes phytosanitary measures that may be used to reduce the risk of introduction and spread of quarantine pests associated with the international movement of wood, in particular those that infest trees. This standard covers only raw wood commodities and material resulting from the mechanical processing of wood: (1) round wood and sawn wood (with or without bark); and (2) materials resulting from the mechanical processing of wood such as wood chips, sawdust, wood wool and wood residue (all with or without bark). This standard covers wood of gymnosperms and angiosperms (i.e. dicotyledons and some monocotyledons, such as palms), but not bamboo and rattan.

ISPM 46 Normes pour des mesures phytosanitaires relatives à des marchandises

This standard provides guidance on the purpose, use, content, publication and review of commodity-specific standards for phytosanitary measures. Such standards, presented as annexes to this overarching concept standard, apply to commodities being moved in international trade and identify pests associated with these commodities and options for relevant phytosanitary measures to be considered by contracting parties. The lists of pests and options for phytosanitary measures identified are not intended to be exhaustive and are subject to review and revision. The scope of this standard and its annexes does not include contamination or diversion from intended use of commodities.

This standard covers audits in the phytosanitary context conducted by a national plant protection organization (NPPO) in its own territory, or with and in the territory of another NPPO. It also covers audits conducted by entities that have been authorized by the NPPO to conduct audits on its behalf. This standard focuses only on the phytosanitary aspects of audits. For general aspects of audits, other sources of information are available.
